Parent volunteers from each school would lead the effort in their own school to get a significant number of parents to sign a petition requesting transparency.

Transparency will include the following:
1) Complete signed financial statements
2) Will not include specific employee salaries
3) Will not include specific students payments
4) Explanations for all line items
5) Discussion with parent body leaders on specific questions they have to clarify.

In the first phase of this project we will just present a large number of parents' signatures to the administration and I hope that will be enough to compel administrations to comply. If that doesn't work we decide as a group what the next action should be. But again I hope it doesn't come to that.

Being that they accept donations they are required by the torah to give a full accounting of their finances.


How this would work:
1) Easy schools first- Schools with the highest percentage of participating parents would act first.
2) More schools later- Based on feedback and success from #1 other schools would be approached. The successes from #1 should compel the additional schools to comply. Those that don't (small number we hope) will be identified.
3) Number Comparisons- The numbers from each school will be put together in a database and some analysis performed on how they compare. These comparisons will be given to the schools.
4) Expert advice- community leaders will offer their expertise where there is room for efficiency.

Effort by schools:
1) ask accountant (which they should already have) to sign that this is the numbers that were provided. (An audit would be ideal but this is a start and shouldn't cost anything)
2) email this document to central body that can post on web site.
cost: minimal

Gain to schools:
1) they are show to be putting their best effort to decreasing tuition
2) they can see how they compare so they can learn fom other yeshivos
3) they can get valuable community contacts to help them negotiate better rates.
